If the tear ducts are 1.5-2mm different, the brow will have to follow the eye symmetry. In the end, it will look better than trying to make symmetrical brows match an asymmetrical face.

Just remember, your brows are sisters, not twins. Slight asymmetry can actually make a brow more natural as it is so rare for any of us to have perfect symmetry.
